BISP launches the ‘Benazir Hunarmand Programme’, phase-I training soon

The Benazir Income Support Programme (BISP), one of Pakistan’s largest and most renowned social safety net initiatives, is set to launch the Benazir Hunarmand Programme, an ambitious project aimed at empowering underprivileged individuals through international-standard skill training.

In the pilot phase, around 40 semi-skilled individuals from deserving backgrounds will be selected to receive advanced vocational training, enabling them to secure better employment opportunities abroad. This initiative aligns with the enduring vision of Shaheed Mohtarma Benazir Bhutto, focusing on uplifting marginalized communities and promoting self-reliance through skill development.

Chairperson BISP, Senator Rubina Khalid, highlighted the program’s mission, emphasizing, “Economic empowerment is the solution to all problems, and this concept aligns with the vision of Shaheed Mohtarma Benazir Bhutto. Skill is the greatest asset.” She added that BISP has been actively collaborating with national and international organizations, including the Bill and Melinda Gates Foundation, the Lives and Livelihood Fund, the Islamic Development Bank, and other vocational training institutions, to provide high-quality skill development programs for deserving beneficiaries.

The Benazir Hunarmand Programme is designed to not only equip participants with technical expertise but also expand their employment prospects, thereby contributing to Pakistan’s socio-economic development. The initiative is expected to scale up significantly in the future, reaching a larger number of individuals in need.

Currently, BISP benefits around 9.6 million families, with plans to expand its reach to 10 million families soon. Established in July 2008, the program primarily targets women as direct beneficiaries, offering financial support through unconditional cash transfers, education stipends, and specialized programs such as Benazir Nashonuma and the Undergraduate Scholarship Programme.

The program employs a scientifically developed poverty scorecard and the National Socio-Economic Registry (NSER) to ensure targeted assistance to eligible families. Over the years, BISP has gained international recognition as a model social safety net, supporting vulnerable communities during natural disasters and health emergencies, while also promoting gender equity and financial stability across Pakistan.
