CPEC 2.0: Pakistan, China accelerate strategic growth and innovation

The China-Pakistan Economic Corridor (CPEC), the flagship project of China’s Belt and Road Initiative (BRI), has entered a more dynamic phase with a renewed focus on transformative development and deeper collaboration between Pakistan and China. Despite speculation of a slowdown, recent engagements and initiatives highlight a stronger-than-ever partnership with a wide range of projects in the pipeline.

CPEC Phase 2.0 aims to redefine the bilateral relationship between the two countries by focusing on advanced technological collaboration, socio-economic transformation, and sustainable development. Contrary to rumors, the Ministry of Planning, Development, and Special Initiatives has emphasized that the second phase of CPEC signifies a strategic shift, with fresh vigor being injected into the corridor’s progress.

At the center of this renewed momentum is Pakistan’s Minister for Planning, Development, and Special Initiatives, Ahsan Iqbal, who is leading a high-profile delegation to China. His agenda includes participation in key events such as the High-Level Seminar on CPEC 2.0 in Beijing and the 3rd Forum on China-Indian Ocean Region Development Cooperation in Kunming. These engagements underscore Pakistan’s commitment to revitalizing CPEC and ensuring long-term mutual prosperity.

CPEC Phase 2.0 is evolving into a multi-dimensional framework, structured around five key thematic corridors that address diverse development goals. The Growth Corridor focuses on economic expansion and infrastructure development, laying the foundation for sustained progress. The Livelihood-Enhancing Corridor targets poverty alleviation, education, and healthcare, aiming to improve the quality of life for communities.

The Innovation Corridor emphasizes the promotion of technology-driven industries and research collaboration to foster advancements in key sectors. The Green Corridor prioritizes sustainable economic models and energy transitions to ensure environmentally responsible growth. Lastly, the Opening-Up/Regional Connectivity Corridor is designed to enhance trade and strengthen supply chain linkages, positioning Pakistan as a central hub for regional integration. Together, these initiatives aim to drive socio-economic transformation and align with Pakistan’s broader development goals.

A key highlight of the renewed focus on CPEC is China’s invitation to a 27-member Pakistani delegation to Beijing. This delegation, comprising professionals and experts from various sectors, will receive specialized training aimed at enhancing their capacity to collaborate on projects with Chinese counterparts. The initiative reflects China’s commitment to technology transfer, modernization of infrastructure, and building a knowledge-based economy in Pakistan.

During an orientation session in Islamabad, Ahsan Iqbal described the mission as a “once-in-a-lifetime opportunity” for Pakistan to learn from China’s extraordinary economic transformation, which has lifted over 800 million people out of poverty. The delegation’s key focus areas include economic growth priorities, industrial innovation, poverty alleviation, and expanding global trade linkages.

Ahsan Iqbal’s visit to China is not only aimed at advancing Phase 2.0 but also at addressing unresolved issues from Phase 1. This includes ensuring the security of Chinese nationals working on CPEC projects, a critical concern for Chinese authorities. His presence in Beijing is expected to reassure the Chinese leadership of Pakistan’s commitment to the corridor’s long-term success.

The Planning Minister’s proven track record in successfully overseeing Phase 1 projects—particularly in infrastructure, energy, and Gwadar development—further strengthens confidence. He has also played a pivotal role in advocating for the establishment of Special Economic Zones (SEZs), paving the way for industrial relocation and enhanced economic activity.
