FBR implements ‘Faceless Customs Assessment System’ in Karachi from Dec 15
The Federal Board of Revenue (FBR) has launched the faceless Customs Assessment (FCA) system in Karachi, marking a significant step in its reform agenda aimed at modernizing customs operations. The initiative, approved by the Prime Minister of Pakistan, became effective from midnight on December 15.
Under the new system, all import declarations filed at Karachi’s Appraisal Collectorates will now be routed to the Central Appraisal Unit (CAU). Established under FBR’s CGO No. 6 of 2024, the CAU is based at the South Asia Pakistan Terminal in Karachi. This centralized approach is expected to streamline customs processes, reduce clearance times, and enhance transparency and efficiency.

Following the successful implementation of the FCA system in Karachi, the FBR plans to expand the system to other ports and border stations across Pakistan. There is also a potential plan to relocate customs appraisal functions outside the collectorates, further decentralizing the process to improve operational efficiency.
To ensure the system operates effectively, 55 officers have been appointed to the CAU. A performance-based incentive system has been introduced to reward officers for diligence and honesty, fostering greater accountability and encouraging high standards of service.
The FBR has also revamped the licensing and quality assessment system for customs clearing agents. A new point-scoring mechanism rewards agents who submit accurate and honest declarations, improving their professional profiles. Conversely, agents who file incorrect or substandard declarations will lose points, with repeated poor performance potentially leading to license revocation.
According to the FBR, the FCA system represents a transformative shift for the Customs Department, promoting a culture of efficiency, transparency, and accountability. By reducing delays and improving overall performance, the initiative is expected to significantly enhance trade facilitation and the business environment in Pakistan.
