NEPRA approves winter relief and price reductions in electricity tariffs

The National Electric Power Regulatory Authority (NEPRA) has announced significant relief measures for electricity consumers, including a three-month winter relief package and reductions in tariffs under monthly fuel adjustments.
NEPRA approved the government’s “Bijli Sahulat” package, offering electricity at Rs26.07 per unit for the winter months of December 2024 to February 2025. This package aims to reduce the high cost of electricity during the low-consumption winter season.

The relief applies to industrial, commercial, general service, domestic, net metering consumers, and wheeling industrial consumers of all DISCOs and K-Electric (KE). Consumers will be charged the reduced rate for incremental consumption above their benchmark usage, which is determined based on either the same month’s usage in FY 2024 or the highest consumption over the past three years.
For additional units, the tariff will be Rs26.07 per kWh, significantly lower than the base rates of Rs37.49 to Rs52.07 per unit. This offers savings of up to 50% for eligible consumers, helping reduce their financial burden during the colder months.
In addition to the winter package, NEPRA has approved a reduction of Rs1.14 per unit for consumers of distribution companies (DISCOs) under the October 2024 monthly fuel adjustment charges. This relief will exclude K-Electric customers, lifeline consumers, prepaid users, and electric vehicle charging stations.
Separately, NEPRA approved an 18-paisa per unit reduction for K-Electric consumers under the September adjustment. This will be reflected in December 2024 bills, though it excludes customers using up to 300 units per month.
K-Electric had initially requested a 16-paisa per unit reduction and permission to refund Rs247 million to its consumers, but recent months have also seen tariff hikes for K-Electric customers.
